A new agreement between the Blavatnik School of Government and the Luksic Foundation has been signed, confirming the Foundation’s ongoing support of the Luksic Scholarship for Public Service for the next three years.
Since 2014, the Luksic Scholarship for Public Service has made it possible for twenty outstanding Chilean students to complete the Master of Public Policy (MPP) at the Blavatnik School. At the core of this partnership is a shared commitment to ensuring that deserving candidates from all backgrounds have equal access to educational opportunities. The three recipients of the scholarship in the current MPP Class of 2025 are Trinidad Pacareu, Belén Tomic and Sofia Cubillos Morgado.
Previous Luksic Scholars have reflected on their experience of the MPP:
“To have the Luksic Scholarship was critical for me to be able to come to this MPP at Oxford. As the first generation in my family to attend university, I’ve relied on scholarships throughout my education. Pursuing a master’s degree once felt out of reach. The Luksic Scholars programme opened doors I never thought possible. It gave me the support to imagine a fresh new future after this MPP, without any restriction or mandate of what I have to do, giving me enough time to think on how I would like to use the learnings from this degree to serve others.”
Belén Munoz Zurita, Luksic Scholar, Class of 2024
“Above all, I’m driven by the intention to return to Chile to apply what I have learnt over the past year to the many challenges that environmental and climate issues are posing for the country. Being able to pursue the MPP thanks to the Luksic Scholarship for Public Service has deepened my commitment and desire to contribute, hopefully through a role that will enable me to improve environmental and climate policies in Chile."
Leonardo Moreno Polit, Luksic Scholar, Class of 2024
This partnership has flourished far beyond the scholarship itself. With the support of the Luksic Foundation, the Case Centre on Public Leadership has translated seven Blavatnik School case studies into Spanish, opening them up to a far wider audience. And in January 2026, a Case Centre delegation travelled to Santiago to deliver the second iteration of their dynamic two‑day Case Method for Public Policy workshop, bringing together faculty from 20 universities across Chile for hands‑on training and collaboration.
As the partnership continues to grow, both the Luksic Foundation and the Blavatnik School remain steadfast in their mission to cultivate the next generation of public leaders – equipping talented individuals from all walks of life to confront the world’s most urgent challenges with confidence and purpose.
