Belén is an electrical engineer from Chile, specialising in the regulation and monitoring of electrical markets to accelerate an economically sustainable energy transition. She has worked over the last three years at the Chilean Ministry of Energy, creating laws to promote safe decarbonisation, advancing international energy interconnections within Latin America, and leading negotiations with the energy industry to achieve carbon neutrality by 2050.
Belén has represented Chile at international summits such as APEC, UN-ECLAC, and ICDRI, led collaborations with the IDB and international delegations, and advised the Minister and Undersecretary of Energy on technical matters. Beyond the Ministry, Belén frequently teaches energy transition and electric market regulation classes at the University, hold a role coordinating CIGRE delegates, and is the Director of a native species seed bank.
