Michelle Kaffenberger, Noam Angrist, Yue-Yi Hwa, Heather Leigh Kayton, Matthew Jukes, and Jonathan Stern at the What Works Hub for Global Education developed a paper examining what makes the Teaching at the Right Level (TaRL) approach effective at scale. 

The paper serves as a practical guide for governments and organisations, distinguishing the non-negotiable elements of TaRL from those that can be flexibly adapted to new contexts.
