This document from the Heywood Fellowship team sets out to develop and explore a set of potential scenarios for the Global Economic Order to complement their 2026 anchor paper. The scenarios explore possible pathways where the set of potential outcomes (e.g. state behaviours, politics and policies) is so uncertain that it is not possible to model an outcome or range of outcomes. We have designed a limited set of future scenarios that are plausible but also challenging to test strategies against.
