Raphaël is French and holds a master's degree from Sciences Po Paris. His professional path has taken him across the French public sector, including roles within government and administration, as well as international organisations. Since 2023, Raphaël has worked as a policy analyst at Institut Montaigne, a leading French think tank, focusing on economic policy. Over this period, he has specialised in industrial policy, technology, and the space sector, examining how Europe can strengthen its strategic autonomy in these fields. These topics have naturally drawn Raphaël towards broader questions of defence and international relations, an area where he believes he can bring a distinctive contribution in the years ahead. Raphaël joins the MPP eager to deepen his understanding of public policy in a global context and to bring an interdisciplinary, Europe-focused perspective to the cohort.
