Philip works in the Heywood Fellowship Team. This visiting fellowship gives a senior UK civil servant the opportunity to explore issues relating to public service and policy. This year’s fellowship is examining how to make a fundamental and ambitious shift in our approach to strategy making in government: one that is more open in informing a national view about what really matters for the UK on a longer time-horizon, more rigorous in designing and prioritizing objectives, more joined up in the pursuit of them, and more innovative in the tools and techniques we apply.

Philip is an experienced civil servant, having worked in a variety of roles in six different UK government departments – roles ranging from digital delivery to international negotiations to legislation. He specialises in government strategy and delivery, having led Defra’s Permanent Secretary’s office and then leading the creation of the department’s Delivery Unit – a data-led team of analysts and delivery professionals scrutinising and ensuring the delivery of the Secretary of State’s priorities.
