Matt Kerlogue is a Senior Data Analyst at the Blavatnik School of Government working on measuring civil service effectiveness.

Before joining the School in autumn 2023, Matt was a data scientist and senior analyst in the UK Civil Service with a 15-year career that has largely focussed on measuring and analysing the performance and effectiveness of government departments and agencies.

In 2009 he joined the Cabinet Office to help set up the Civil Service People Survey as the programme team's methodology and analysis lead, he then went on to lead the programme team from 2011 until 2015. After a career break involving a year as a policy analyst at the OECD's Observatory for Public Sector Innovation, he returned to the Cabinet Office as Head of Strategic and International Analysis working on analysis projects to support civil service reform programmes and strategy, and to lead the Cabinet Office's involvement in the International Civil Service Effectiveness (InCiSE) project. His last role in government was a Head of Data Innovation for the Cabinet Office's Analysis & Insight division where he was responsible for promoting and supporting the adoption of data science tools, techniques and methods in the production of Official Statistics.

Prior joining the Cabinet Office, Matt has worked for HM Revenue & Customs as a social researcher in their central performance analysis team, and as a researcher for an urban regeneration consultancy working on local government research and analysis projects.

Matt holds a BSc in Geography from University College London and an MSc in Social Research Methods and Statistics from City University, London.
