Bernardo is a Brazilian public policy professional with a background in education policy and advocacy. He started his career as a teacher in vulnerable schools in Brazil, where he faced many of the country’s social and educational challenges firsthand. This experience shaped his commitment to promoting social policies at scale. Over the past five years, Bernardo has supported both Brazilian federal and local governments to improve education policies through system diagnostics and contributed to the formulation of different policies, including Brazil’s current National Learning Recovery Policy. He holds a degree in history from the Federal University of Rio de Janeiro and an MA in Social History from the Pontifical Catholic University of Rio de Janeiro. At Oxford, Bernardo is keen to explore how different policy areas can interact to promote social development in the Global South, through a cross-disciplinary approach focused on education, social policy, and urban planning.
