What does strong public leadership look like across different systems and cultures?
This was a question explored last week, as 34 senior public servants were welcomed to the School for the fifth iteration of the Rising Public Leaders Programme.
Participants from 25 countries came together to take part in an intensive week of learning that explored, amongst other topics, crafting effective narratives, strengthening public organisations, negotiating in the public interest, technology governance, and integrity in public life. The sessions offered insight from leading Oxford scholars and practitioners, and the opportunity for our global cohort to take part in wide ranging discussion and practical exercises, including scenario-based simulations.

Aside from the learning, the week in Oxford provided a rare moment to step away from the day-to-day demands of public service and connect with peers from across the globe; sharing perspectives on the similar challenges public leaders face, despite their geographical, and sometimes cultural, differences. A formal dinner in the historic halls of Pembroke College provided a perfect back drop for these conversations, as well as a full day of sessions in Westminster that included enjoying some rare sunshine!

In reflecting on the week, many participants have come away with a renewed sense of purpose and clarity in their role, having refined their skills and how they can apply their learnings to the challenges they face, uplifting their institutional culture and improving outcomes for all.
Everything was perfect: Tom, Roxana, and all the professors are excellent. Intellectual stimulation, integration, and respect marked my experience in the programme. It was a unique experience. I am truly grateful for this opportunity.
Due to the popularity of the Rising Public Leaders Programme, a second cohort is running in September 2026, with places already filling fast. If you would like to take your place amongst our next cohort, you can apply today or email the Executive Education team at executive.admissions@bsg.ox.ac.uk.
