Join Arturo Herrera, Global Director for Governance, World Bank Group and Zahid Hasnain, Lead of the Global Program on Public Administration Reform, World Bank Group, moderated by Professor Christian Schuster, as they discuss the World Bank’s evolving thinking on how to attain good government and public sector performance, and the World Bank’s new report on Public Workforce Performance and Prosperity.

Speaker biographies

Arturo Herrera is the World Bank’s Global Director for Governance, bringing extensive experience across governance, public finance, and economic policy. A former Minister of Finance of Mexico and member of the country’s Central Bank Board, he previously served as Deputy Finance Minister and Co‑Head of the Presidential Transition Finance Team. At the World Bank, he has held multiple leadership roles across Latin America, East Asia, and global units since first joining in 2010. As Global Director, he oversees country‑level governance—particularly in fragile and conflict‑affected settings—along with public financial management, procurement, and public sector administration. He has also taught economics at El Colegio de México and New York University, where he completed his doctoral studies.

Zahid Hasnain is a Lead Governance Specialist at World Bank. He leads the Bank’s Global Program on Public Administration reform, and co-leads the Bureaucracy Lab and the Public Employment and Management CoP. His areas of expertise are public administration reform; public sector employment, compensation, and management; digital governance; and political economy. He has done operational and analytical work in all regions of the World Bank, was a core member of the World Development Report 2016: Digital Dividends and has published several academic papers in peer reviewed journals. Zahid has a PhD in Political Science from the University of Chicago.

Christian Schuster is Professor of Management and Public Policy at the Blavatnik School of Government and a Senior Research Fellow at Green Templeton College. He researches the management of public sector organisations, with a particular focus on ‘government analytics’: the use of data to measure and improve how public administrations and civil services work. His research has been published in more than 100 academic and policy publications, and his latest book The Government Analytics Handbook (World Bank Publications, co-edited with Dan Rogger) has been downloaded over 50,000 times.
