AI and the Future of National Security

Join Katrina Mulligan, National Security Lead for OpenAI and former U.S. Principal Deputy Assistant Secretary of Defense, in conversation with Dr Brianna Rosen, Executive Director of the Oxford Programme for Cyber and Technology Policy, as part of the Global Tech Policy Seminar Series.
Artificial intelligence is reshaping the foundations of national security—introducing powerful new tools for intelligence, defense, and diplomacy, while also changing the speed, scale, and nature of global competition. This talk will examine how frontier AI models are transforming the security landscape, highlighting opportunities (such as logistics optimization and decision support) and risks (including misuse, escalation, and the erosion of strategic stability).
Drawing on current research and policy debates, the conversation will explore a central challenge for democracies: how to harness AI responsibly for national advantage while setting global norms that prevent destabilizing uses.

Katrina Mulligan is the head of national security partnerships at OpenAI and was the company's first hire focused on national security. Prior to her current role, Katrina spent over 15 years in senior roles in the Department of Defense, Department of Justice, the Intelligence Community, and on the National Security Council Staff. Most recently, she served as chief of staff to Secretary of the Army Christine Wormuth and before that, as the Principal Deputy Assistant Secretary of Defense for Special Operations and Low Intensity Conflict. From 2013-2014, Katrina served on the National Security Council Staff as Director for Disclosures Response where she managed the government’s response to unauthorized disclosures of intelligence information by Edward Snowden.
Katrina was Barack Obama’s paralegal and first hire for his Senate campaign, where her first task was to buy the domain name www.barackobama.com. She is an alumna of the University of Chicago and received a juris doctorate degree from the UCLA School of Law. She is married with a tween daughter a geriatric, but beloved, dog named Buster (he is 16 years old).
