As the US government announces a significant reform on shared services, Dr Thomas Elston publishes a relevant policy memo.

Despite a groundswell of support for such reforms, it is increasingly apparent that shared services are no fail-safe efficiency solution. Amid the success stories are many hard truths about the difficulty of achieving cost savings by restructuring organisations.
