Abstract
Establishing and maintaining the perception of impartiality and independence is a significant challenge for anti-corruption agencies, especially in countries with endemic corruption and widespread cynicism about justice. For new agencies, this challenge is amplified as they strive to build a reputation for courage, competence, and integrity.
The Korean Corruption Investigation Office for High-Ranking Officials (CIO), established in 2021, initially faced criticism for its discretionary case selection, which focused on high-profile cases and intensified allegations of favoritism. However, revisions in 2022 and additional guidance in 2023 diversified the cases under investigation, focusing on social salience and evidence prospects, helping to address bias allegations strategically.
