Zaman is from Azerbaijan and holds both a Bachelor's and Master's degree in International Economic Relations with honours from Azerbaijan State Economic University (2004, 2006). In 2023 Zaman completed an executive education program in Leading Economic Growth at the Harvard Kennedy School. With over 19 years of experience at the Ministry of Finance, Zaman has been at the forefront of shaping fiscal policy and public financial management in Azerbaijan. He led the Revenue Forecasting Division and currently oversee the Medium-Term Expenditure Framework Development Center.
As an adjunct lecturer at Azerbaijan State Economic University Business School, Zaman teaches MBA students tax policy in public finance, tax planning, and green finance. Additionally, he consults on climate finance and collaborates with the IMF, World Bank, and ADB.
Zaman's passion lies in fiscal policy, long-term fiscal sustainability and risk analysis, result-based budgeting, economic development, and the economics of climate change.
Zaman is a Republic of Azerbaijan State scholar.
