Zachary was born in Hamilton, New Jersey, but spent most of his formative years in New York City and Los Angeles. He returned home to study philosophy at Rutgers University, graduating summa cum laude and first in his class. He then served as a volunteer with AmeriCorps in Paterson, New Jersey. For the last two years, he has been an officer in the U.S. Army, stationed in South Korea. Zachary’s work focuses on logistics, operational planning, and serving as the leader of a combined American and Korean platoon. His key policy interests are the ethical use of artificial intelligence in national security contexts and building inclusive political institutions. For fun, he enjoys traveling, hiking with his wife, and reading the most eccentric Wikipedia articles he can find. Philosophy was Zachary’s gateway to policy, and at Oxford University he hopes to learn quantitative and empirical methods to test how principles can survive implementation.
