Yaroslava is Ukrainian and ethnic Korean. She worked in international law before joining the Ukrainian government. She serves as Head of the Department responsible for digital skills, online safety, and cyber hygiene policy in Ukraine, including Diia Education, a digital learning platform with 3.3 million users. Yaroslava represents Ukraine as an Observer to the European Commission Expert Group on Safer Internet and contributes to Ukraine’s EU accession by aligning policy areas across the Justice, Digital Transformation, and Education negotiations chapters. She is interested in international relations and has represented Ukraine in the UN, ITU, OECD, and OSCE. She received a Certificate of Appreciation from the First Lady of Ukraine for her work. Yaroslava holds a Master of Law from Yaroslav Mudryi National Law University and has completed professional programmes with the Swedish Institute and JICA. Her key policy interests are digital literacy, including AI, and online safety in the context of European integration.
