Tom is a lawyer by training with a BSc from the Federal University of Rio de Janeiro, Brazil. Since 2020, he has worked as a health policy analyst at the OECD in Paris. As the first Brazilian national to join the OECD’s Young Associate Programme, Tom co-led analysis focused at the intersection of international trade and the development of more efficient and innovative pharmaceutical markets. He also co-authored reports on the role of primary care in building resilient health systems during crises, comprehensive health system reviews, particularly in Latin America, and several cross-country initiatives aimed at strengthening health care in the wake of the COVID-19 pandemic. Tom's interests lie in advancing policy and advocacy for more responsive and innovative governance in complex health systems, with a focus on Brazil and Latin America, and in maximising the potential of low-cost preventive interventions, such as immunisation programmes.
Tom is a Lemann Foundation Fellow.
