Tamires Sampaio is a Black woman from the periphery of Sao Paulo, Brazil. She holds a Bachelor’s and a Master of Law from Universidade Presbiteriana Mackenzie, where her research focused on public security, criminal policy and racism. She is the author of the book Código Oculto on structural racism and public security. Tamires’ professional journey includes serving as Deputy Secretary of Citizen Security in Diadema, where she coordinated the Maria da Penha Patrol to combat violence against women, and as National Coordinator of National Program of Public Security with Citizenship at the Ministry of Justice and Public Security. Currently, she is Special Advisor to the Presidency of Brazil, working on Brazil Africa relations and the rights agenda for Afro descendants. Tamires’ policy interests lie at the intersection of public security, racial justice, and human rights. She is deeply committed to building citizen security models that protect all lives equally.
