biography

Born into a family of public servants from Samarkand, a city on the ancient Silk Road, Shohruh completed his LLB in Uzbekistan and furthered his education with an MPA in South Korea. After each graduation, Shohruh pursued his passion for public service in the Ministry of Justice, focusing on administrative and institutional reforms. While working at the Public Service Agency under the President, Shohruh led ministry-level task forces, overseeing policy implementation across 14 regions, and collaboratively implemented KPIs in 206 local governments. He was honoured to receive a nomination for ‘Most Initiative and Creative Employee.’

Shohruh recently joined the UNDP as a Project Analyst, focusing on the rule of law, digital governance, and capacity-building initiatives. His policy interests are centered on building inclusive institutions and exploring the role of AI and digital policy in the development of landlocked countries during the era of Industry 4.0.
