Shailabh is a civil servant from Chhattisgarh, an Indian state better known for its forests, tribes and insurgency than its bureaucracy. Working across government hierarchy, he has seen the length a decision travels, from a minister's desk to a remote tribal village. Since 2013 he has redesigned institutions to shorten that timespan, taking the state’s transport department end to end digital, replacing paper files with evidence-based online decisions, and carrying that method into elections, capacity building and secretariat itself. Where the population is vast and resources thin, technology is not a convenience but the only honest way to reach everyone. Shailabh currently advises a cabinet minister and wants to build a government that lets artificial intelligence in without displacing the people it serves. At Oxford Shailabh hopes to sharpen the ideas that help a government become digital by design.
