Ruslan is from Azerbaijan and most recently served as Director of Baku DOST Center No. 1, part of the Agency for Sustainable and Operative Social Provision (DOST) Agency under the Ministry of Labour and Social Protection of the Population. In this role, he managed more than 100 staff and oversaw citizen-centred public service delivery. Over the past 13 years, he has worked across government and private sector institutions, focusing on public service reform, social innovation and institutional development. Ruslan has also served as Adviser to the Chairman of the DOST Agency and contributed to projects on inclusive services, active ageing, volunteering and citizen engagement. He holds degrees in administrative management and legal regulation of the economy and is a winner of Azerbaijan’s national Yukselish leadership competition. At Oxford, he hopes to deepen his understanding of public policy, digital government and inclusive service delivery. Outside work, Ruslan enjoys intellectual games, football, travel and mentoring young people.
