Ruoyi is from China and works on how law and technology reshape the power and responsibilities of states. He began his career advising global technology companies on cross border regulation and strategic matters as an associate at a leading international law firm, and now leads the Global Majority Group at the Center for AI and Digital Policy, coordinating colleagues across regions to support international organisations and governments on questions of AI governance and digital order. Ruoyi’s policy interests centre on how states can protect sovereignty and security while enabling innovation in artificial intelligence and other emerging technologies, especially for the global majority. Ruoyi holds the legal profession qualification of the PRC and is CIPP/E certified, and has been a Fellow at the Information Society Law Center at the University of Milan. Ruoyi is a Kwok Scholar.
