Ruiwen is from Beijing, China, and has been passionate about public service since an early age. After the Wenchuan earthquake, he saw children trapped under rubble and schools in ruins, realising that could have been him. This inspired him to help set up schools, hospitals, and orphanages, where he spent many months volunteering. It also motivated Ruiwen to consider broader policies for the betterment of his nation and people.
Ruiwen has led various initiatives, such as advancing sustainable transport, optimising education and labour resources, and consumption policy in response to demographic shifts. His key policy interests include improvement of living standards, macrostructural reform, and integrated regional development such as the Yangtze River Delta and Beijing-Tianjin-Hebei.
