Richard Hughes is a Senior Economic Adviser at Taula Capital, a macro hedge fund based in London. He is also a Visiting Lecturer at Oxford University’s Blavatnik School of Government and a Senior Fellow at the Kyiv School of Economics. From 2020 to 2025, Richard was Chair of the Office for Budget Responsibility, the UK’s independent official economic and fiscal forecaster. Richard started his career at HM Treasury where he worked on a range of international and domestic, macroeconomic, and fiscal issues from May 2000 to October 2007. Following a brief secondment to the French Ministry of Finance in 2007, he joined the International Monetary Fund in Washington, DC where he worked as Division Chief in the Fiscal Affairs Department from April 2008 to June 2016 and worked on a wide range of crisis-hit countries in Europe, Africa, and the Middle East. Richard returned to HM Treasury between July 2016 and April 2019 as Director of Fiscal Policy where he oversaw the government’s fiscal strategy, debt management, and treasury operations and served as Acting Chief Economist. Between 2019 and 2020, Richard worked as a Research Associate at the Resolution Foundation, Senior Counsellor to the Haut Conseil des Finances Publiques (High Council on Public Finance) in France, and Visiting Lecturer at Sciences Po in Paris. He has degrees from Harvard and Oxford Universities.
