Rebecca is an enthusiastic AI policy expert with a strong interest and background in studying AI's societal impacts. She is currently a research strategy manager at the UK AI Security Institute (UK government), where she works on advancing societal resilience to the risks posed by the deployment of frontier AI systems. Previously, she worked on frontier AI governance and regulation within the Department for Science, Innovation and Technology. During her government career, she worked on domestic AI safety policies and legislation, and international voluntary commitments for frontier AI safety, including Seoul’s Frontier AI Safety commitments and the G7 AI Code of Conduct. She also represented the UK government as a technical AI expert in global fora such as OECD, G7, WTO, and Standards Development Organizations, and led the delivery of multi-stakeholder initiatives such as the AI Standards Hub. Rebecca holds an MPhil in Technology Policy from the University of Cambridge, and a BA in Digital Humanities from KCL. Rebecca is a Clarendon scholar.
