biography

Dr Guerrero is an economist with extensive experience in academia and public policy. In Colombia, he has served as Vice Minister of Social Protection, researcher at Fedesarrollo, economics editor at Semana magazine, and—at Universidad Icesi—founding director of the Center for Studies in Social Protection and Health Economics (PROESA) and Dean of Economics and Finance.

He has also worked as a researcher at Harvard University’s Global Health Initiative in Boston and as Lead Specialist in the Health Division of the Inter-American Development Bank in Washington, DC. In addition, he has been a columnist and a member of several boards of directors in the financial, social, and technology sectors.

He completed his undergraduate studies at Universidad de los Andes, holds a master’s degree in Environmental and Natural Resource Economics from the same university, a master’s degree in Economic Policy Management from the University of Auvergne in France, and earned his PhD in Economics from King’s College London.
