Pascal is the Coordinator of the Economic Policy Network (EPN) at the University of Oxford, a joint CSAE and Blavatnik School of Government initiative to assist developing country policymakers in delivering on their development mandates. In this role, he oversees the EPN’s strategic direction, project implementation, and stakeholder engagement.
Prior to the CSAE, Pascal completed short-term assignments as a Researcher and Administrative Coordinator at the Oxford Poverty and Human Development Initiative (OPHI). He also worked the nexus of the capital markets and public policy, first as a researcher on Argentina’s premiere macro and fixed-income team and subsequently as a Consultant at the International Finance Corporation, aiding a team effort to identify investment opportunities to drive private sector growth in South America’s Southern Cone. His professional experience spans non-profit and start-up consulting, sales, and business development in sub-Saharan Africa.
Pascal's research interests focus on enhancing the effectiveness of aid in empowering African governments to drive sustained economic growth. He holds an MPhil in Development Studies from the University of Oxford and a BA in Government from Harvard University.
