Born and raised in Tokyo, Japan, Moe has worked for over five years at the Japanese Financial Services Agency (JFSA) since completing her undergraduate degree in law at Kyoto University. Her work has centred on international coordination on financial stability, sustainability disclosure, and anti-money laundering, alongside domestic legislation in related fields. Moe has also contributed to organisational strategy within the JFSA, with particular attention to diversity and inclusion. In 2026, to deepen her understanding of commercial law and financial theory, she completed an MSc in Law and Finance at the London School of Economics. At Oxford, Moe aspires to complement her understanding of finance with the economic and quantitative tools needed to evaluate economy-wide trade-offs and systemic risk transmission. Moe also looks forward to broadening her perspective through multidisciplinary study, thereby developing negotiation skills and balanced judgement. She is a Japanese Government Program scholar.
