Milan is a digital policy analyst with experience across academia, the European Parliament, and policy consulting for EU institutions. His work examines how governments can foster responsible digital innovation through evidence-based policymaking that captures the benefits of technological development while mitigating its risks. He has published research and advised EU policymakers on a range of challenges pertaining to digital society, including artificial intelligence and digital democracy. Milan grew up in Italy in a Dutch family and later studied in Australia, France, and Canada. He holds a dual BA in Political Science Research from Sciences Po Paris and the University of British Columbia, where he served as a researcher at the UBC Centre for the Study of Democratic Institutions. In Oxford, Milan aims to examine how digital technologies have become tools for geopolitical leverage and how middle powers can influence the development of artificial intelligence through innovation and regulation.
