Melissa is the Director of Innovation at OGTIC and the Coordinator of the Innovation Cabinet of the Dominican Republic. She led the development of the National Artificial Intelligence Strategy, the first AI Strategy in Central America and the Caribbean. With a Master's degree in Govtech and a background in political science, public administration, and diplomacy, Melissa's career focuses on the intersection of governance and technology. She led the implementation of the National Innovation Policy, overseeing 22 innovative projects. As a member of the International Telecommunication Union (ITU) Secretary-General’s Youth Advisory Board, Melissa provides actionable advice on global connectivity strategies.
She is part of the AI Connect Network from the Atlantic Council and the Ad Hoc Working Group on Data Governance and Artificial Intelligence from the Organization of American States (OAS).
