biography

Karoline is from Brazil and hold a Bachelor's Degree in International Relations from the Federal University of Rio de Janeiro (UFRJ) and a postgraduate degree in public management (with a specialisation in education). She is a human rights activist with professional experience in public health and education policies. Her purpose is to combat social inequalities through evidence-based policies, crafted in collaboration with civil society and social movements.

Before joining the MPP programme at Oxford, Karoline contributed to educational policy management and implementation at the Municipal Secretariat for Education in Rio de Janeiro, positively impacting the lives of nearly 700,000 students. She is also a Regional Research Fellow at Lancet Migration Latin America, a global collaboration between The Lancet, researchers, and policymakers to enhance migrant health policies. Karoline's interests include racial equality, gender studies and Global South epistemologies.
