Jorge is a Colombian career diplomat with a strong commitment with public service and ten years of experience in international cooperation and multilateral negotiations. He is passionate about strengthening global governance for sustainable development, environmental protection and macroeconomic issues. He served as biodiversity lead negotiator for Colombia, representing his country at U.N. Biodiversity COPs 14 and 15, and acting as an advisor to the President of COP16. He was also appointed as a facilitator of the Kunming-Montreal Global Biodiversity Framework from 2019 to 2022. Since 2021, he has been involved in multiple negotiation processes at the U.N. in representation of Colombia and developing countries, such as the SDGs Political Declaration (2023), the Pact for the Future (2024), the Global Digital Compact (2024) and the “Compromiso de Sevilla” to finance development (2025). Jorge considers himself a leader, critical thinker and team player, eager to learn and share his experience. Jorge is a Colfuturo scholar.
