Dr Jonathan Chang works at the intersection of philanthropy, artificial intelligence, public policy, and institution-building, with a career spanning the public, private, academic, and non-profit sectors.

Dr Chang is CEO of Khetan Foundation, a Singapore-based philanthropic organisation that invests several million dollars annually in initiatives focused on poverty alleviation, education, healthcare, and community development. He also serves on the Board of 0G Foundation, where he works with governments, universities, and international institutions to advance decentralized artificial intelligence as a public good through research, education, and responsible innovation. In addition, Dr Chang serves as Adviser to Fencing Singapore, the national governing body for the sport.

Previously, he was the Founding CEO of HeritageSG, a subsidiary of Singapore's National Heritage Board, where he led national initiatives in museums, placemaking, archaeology, festivals, and cultural policy. Earlier in his career, he served as CEO of Fintopia Indonesia and held leadership roles at Shopify, Google, and the Lien Centre for Social Innovation at Singapore Management University.

Throughout his career, Dr Chang has focused on building institutions, forging cross-sector partnerships, and translating emerging ideas into practical initiatives that strengthen public value and societal resilience.

Dr Chang is the recipient of the 2025 SkillsFuture Fellowship, Singapore's highest recognition for lifelong learning, presented by President Tharman Shanmugaratnam. He is also the author of "Personal Branding: Crafting Your Path to Success" (World Scientific).

He holds degrees from the University of California, Berkeley, Columbia University, Stanford Graduate School of Business, and Harvard Kennedy School, and earned his doctorate from the University of Pennsylvania.

His current research explores how artificial intelligence can strengthen state capacity, institutional resilience, and the future of public infrastructure in an increasingly digital world.
