Jackie Liu is the School’s Head of Degree Programmes, overseeing the smooth delivery of its renowned degree programmes (namely DPhil, MPP and MSc in Public Policy Research) and the team that supports them, and assisting faculty members in translating the School’s strategic objectives into well-run degree courses for students.

His portfolio of responsibilities covers strategic planning and resource management, operational design and delivery, quality assurance and governance, and student services, in relation to the three degree programmes.

Prior to (re)joining the Blavatnik School in April 2022, Jackie was a senior civil servant in the Hong Kong government, with more than 20 years of public policy experience in specialised disciplines including urban and rural land use planning, financial market regulation and innovation, and international trade negotiations in different stages of his civil service career. Senior roles he held in Hong Kong included Principal Assistant Secretary for Development (Planning and Lands) (from 2017 to 2022); Principal Assistant Secretary for Financial Services and the Treasury (from 2012 to 2016, also as deputy head of the Hong Kong delegation to the Financial Action Task Force); and Assistant Representative of Hong Kong to the WTO (from 2009 to 2012).   

As one of the School’s alumni, Jackie earned his Master of Public Policy (class of 2016) from the University of Oxford.  He also holds a Master of Laws degree from the University of Hong Kong, Bachelor of Laws from the University of London, and a first-class undergraduate business degree from the Chinese University of Hong Kong. He is a fellow of the Institute of Chartered Accountants in England and Wales, and of the Hong Kong Institute of Certified Public Accountants. Jackie has developed an interest in administrative law and tax law in his career and has completed the Solicitors Qualifying Examination in the UK.
