biography

Hiroki has worked for the Japanese Ministry of Internal Affairs and Communications since 2019. His policy interests mainly focus on regulation in telecommunications and broadcasting, and he was in charge of amendment to the Telecommunications Business Act of 2020, adjusting interests between international platformers and the government, and domestic consumers.

As an Assistant Director in Global Strategy Bureau in 2023, Hiroki contributed to the US-Japan Dialogue on Digital Economy, the G7 Digital and Tech Ministerial, and organised the Japan-Romania Innovation Forum in Romania. He was responsible for promoting Evidence-Based Policy Making (EBPM) and human resource management policy, and worked for the Policy Evaluation Division in 2020 and for the Minister's Secretarial Division in 2021..

Hiroki holds an MSc in Media and Communication Governance from the London School of Economics (LSE) and a Bachelor of Law from Keio University.
