Heleno Ribeiro Pereira Nunes Filho is a Brazilian Public Prosecutor at the Public Prosecutor's Office of the State of Rio de Janeiro (MPRJ), where he has worked on criminal prosecution and institutional initiatives related to digital transformation, innovation, and the oversight of public policies.
He served as Chief Operating Officer of the Specialized Technical Support Group (GATE) and of the Operational Support Centre for Collective Education Prosecution (CAO Educação). He also participated in MPRJ’s COVID-19 Task Force in 2020 and 2021, contributing to legal strategies and interdisciplinary monitoring efforts during the pandemic.
Heleno has led innovation projects at the institution’s Innovation Lab (Inova_MPRJ), focusing on the integration of data, technology, and legal frameworks to improve institutional performance and transparency.
Currently, he is pursuing a Master of Public Policy at the Blavatnik School of Government, University of Oxford, with academic interests in anti-corruption, behavioural science, and data-driven governance. He holds a Bachelor’s degree in Legal and Social Sciences from the Federal University of Rio de Janeiro (UFRJ) and a Postgraduate Certificate in Public and Private Law from the Rio de Janeiro State Judiciary School (EMERJ).
