Graham is the Programme Manager for the Poverty Reduction, Social Protection and Employment Research (PROSPER) programme, providing oversight of operational and managerial aspects of the multi-partner programme. Prior to August 2025, Graham was Programme Manager for the Minerva Global Security Programme.

Before joining the School, Graham was the Head of Administration and Finance at the Oxford Department of International Development (ODID). Prior to this, he was Chief Operating Officer for the Young Lives Research Programme at ODID. Earlier in his career, Graham held programme management roles for international development NGOs and taught in community schools in Sierra Leone and Zimbabwe.
