Francisco is a Chilean lawyer from Antofagasta, the mining capital of Chile, in the north of the country. Francisco holds an LLB and an LLM in constitutional law from Pontificia Universidad Catolica de Chile, and most of his career has taken place in the public sector, at the intersection of investment, economic development and regulation. Francisco advised the Ministry of Finance, worked on implementing the National Care System at the Ministry of Social Development, and spent over five years at InvestChile, the Chilean investment promotion agency, where he served as Chief of Staff and later as Investment Commissioner for the Gulf Region, based in Riyadh, Saudi Arabia. Currently, Francisco is Of Counsel at Puga Ortiz Abogados, advising on strategic projects and foreign investment between Chile and the Middle East. His key policy interests focus on foreign direct investment, regulatory certainty and economic development in Chile, Latin America and the Middle East.
