biography

Francesca is an Australian international lawyer and policy advisor with over seven years' experience working at the intersection of law, public policy and global affairs. This includes advising on the international law of the sea and maritime security, leading Australia's sanctions reforms, and working on domestic integrity measures.

Francesca is passionate about how the law and legal frameworks can be used to achieve positive public outcomes, at both the international and domestic levels. Francesca's key policy interests are oceans governance and sea level rise, transitional justice, and forced migration. She is interested in how legal, economic, and environmental factors can be integrated to inform effective policy responses, and how policy practitioners can use regional and multilateral forums to achieve positive public ends. She holds a Master of Laws in International Law from the Australian National University, and a Bachelor of Laws and Bachelor of Arts (Honours) in Philosophy from the University of Sydney.
