Fizza Khawar is a lawyer specialising in international human rights law and criminal justice reform. As Rule of Law Expert for Asia and Africa and Pakistan Country Lead at Advocates for International Development (A4ID), she leads international projects on criminal justice reform, capital punishment, and freedom of religion or belief. Previously, she served as a law clerk to a senior puisne judge at the Supreme Court of Pakistan, working on human rights cases involving refugee policy, the death penalty, and gender-based violence. She also worked with the UNPO in Brussels, conducting research on the relationship between EU trade policies, international law, and states’ human rights obligations.
Fizza holds an LLB and an Advanced LLM in International Human Rights Law from Leiden University. At Oxford, she is interested in exploring the intersection between international law and public policy, particularly within the context of criminal justice reform, institutional strengthening, and the implications of artificial intelligence for human rights, accountability, and access to justice.
She is a Blavatnik School of Government Public Service Scholar and a Weidenfeld-Hoffmann Scholar.
