Hailing from the US, Evan received a Bachelor of Arts in International Affairs and Economics with a concentration in Asia at the George Washington University's Elliott School of International Affairs. While an undergraduate student, he completed internships at the Council on Foreign Relations and the U.S. Department of Commerce and Department of State. Following his studies, Evan joined the U.S. Department of the Treasury through its International Affairs Junior Fellowship programme, where he worked as an analyst in the International Financial Markets Office. He then separately served as Special Advisor to the Department of the Treasury's Chief of Staff and Under Secretary for Terrorism and Financial Intelligence. His work has focused on the intersection of international economics, global financial governance, and national security.
