Euna is a Korean government official with twelve years of experience at the Ministry of Economy and Finance (MOEF) and the Defence Acquisition Program Administration (DAPA). At MOEF, she designed tax incentive schemes to foster venture and startup ecosystems, working to ensure that the tax system actively supports private innovation rather than merely accommodating it. At DAPA, she managed the legislation of the Science and Technology Innovation Act, including its good-faith failure provision, and Korea-Poland defence export cooperation, with the broader aim of developing a more competitive defence industry ecosystem beyond conventional military procurement. Across both roles, Euna has come to see industrial policy not as a matter of picking winners, but of building the conditions in which more winners can emerge. She comes to the MPP programme to sharpen her understanding of how governments can lead rather than lag in an era when AI is redrawing the terms of industrial competition. Will Choy Will is an Australian doctor and global health researcher. He studied medicine at the University of New South Wales, graduating with first class honours, and is currently completing an MSc in Global Health Science and Epidemiology at Oxford University, supported by the John Monash Scholarship and Oxford Australia Fund. Before joining the MPP, Will served as a clinician in regional and remote Australia, where working with First Nations communities shaped his commitment to equitable academia and policy grounded in community co-design. Will is also a research associate at the Menzies School of Health Research (Global Health Division), an Army Reserve officer, and cofounder of the Yalbilinya Education Project, which supports First Nations students through formal education. His policy interests include evidence-based policymaking, rural and First Nations healthcare, infectious diseases and global health surveillance, and the use of data and technology to improve public services and healthcare systems.
