Euna is a Korean government official with twelve years of experience at the Ministry of Economy and Finance (MOEF) and the Defence Acquisition Program Administration (DAPA). At MOEF, she designed tax incentive schemes to foster venture and startup ecosystems, working to ensure that the tax system actively supports private innovation rather than merely accommodating it. At DAPA, she managed the legislation of the Science and Technology Innovation Act, including its good-faith failure provision, and Korea-Poland defence export cooperation, with the broader aim of developing a more competitive defence industry ecosystem beyond conventional military procurement. Across both roles, Euna has come to see industrial policy not as a matter of picking winners, but of building the conditions in which more winners can emerge. She comes to the MPP programme to sharpen her understanding of how governments can lead rather than lag in an era when AI is redrawing the terms of industrial competition.
