Prior to joining the MPP programme Elliot supported the development of Australian small to medium enterprises by providing investment and mentorship through his work at the Australian Business Growth Fund (ABGF), a for-purpose partnership between the Federal Government and the major Australian banks. He joined ABGF from McKinsey & Company where he served clients on a range of strategy and operations topics across Australia, New Zealand and the US.

Elliot studied geophysics at the University of Queensland as an undergraduate and this led to experiences working in industry as a geologist with BHP and as a geophysicist conducting planetary sciences with NASA in California, and on climate change and extreme physical environments in the Antarctic.

Elliot's primary interests lie in policy design and advocacy at the intersection of technology and business, specifically how to support research commercialisation efforts and regulate emerging technologies to foster inclusive economic outcomes within society.
