Eleanor is a government adviser with a career spanning the Indo-Pacific, Middle East and Euro-Atlantic. Most recently she led a multinational NATO advisory team supporting the Government of Iraq in building more sustainable, transparent, inclusive and effective armed forces and security institutions. Prior to that, she advised on partnerships and capability development within the UK Ministry of Defence supporting the delivery of significant capital investment programmes. Earlier in her career, Eleanor advised on the UK's successful ratification of the 1954 Hague Convention for the Protection of Cultural Property in Armed Conflict and conducted fieldwork on Daesh strategy in Syria and Iraq.
Eleanor holds a Master of International Relations degree from the University of Sydney and previously studied with the Saïd Business School. She grew up in New Zealand. Eleanor is interested in transnational security challenges and cooperative negotiation. Eleanor is a Prince William scholar.
