David is an award-winning journalist, policy analyst and Jamaica’s 2023 Rhodes Scholar. He is interested in public sector reform, political economy and development. David began his career as a columnist for The Gleaner, the Caribbean’s oldest and largest newspaper. At 19, he became the youngest recipient of the Press Association of Jamaica award for opinion journalism. He later served on the board of Jamaica’s Early Childhood Commission, the regulatory body for early childhood institutions, where he organised the Year of Early Childhood Development campaign, which led to an almost 80% reduction in delinquent schools islandwide. That year, he also earned a BSc in Public Policy and Management from the University of the West Indies. This was followed by an MPhil in Development Studies from the University of Cambridge. Most recently, he completed his second MPhil at Oxford’s Department of International Development, where his research examined export development strategies in small states. David is a Rhodes-Blavatnik School of Government scholar.
