Crystal is a policy and strategy adviser with a career spanning Southeast Asia, the Middle East and Sub-Saharan Africa, advising governments and financial regulators and working alongside multilateral institutions including the World Bank and UN agencies to mobilise finance for climate resilience and sustainable development. Her expertise lies at the intersection of innovative finance and capital mobilisation, from co-authoring a sovereign financing framework for mobilising investment in Thailand's blue economy to designing ecosystem-based adaptation financing in Kenya's arid regions, supporting over 50,000 smallholder farmers. Previously, she served as a capital markets regulator at the Securities Commission Malaysia. Crystal is admitted as an Advocate and Solicitor of the High Court of Malaysia and was called to the Bar of England and Wales. At Oxford, Crystal aspires to advance policymaking that unlocks private capital for more resilient, sustainable and inclusive economies. She is a Chevening Scholar.
