Crystal is a sustainable finance specialist with a career spanning Southeast Asia, the Middle East and Sub-Saharan Africa, working with governments and multilateral institutions such as the World Bank and UN agencies to develop policies for climate resilience and sustainable development.

Her expertise lies at the intersection of innovative finance and capital mobilisation, from formulating sovereign financing frameworks to mobilise blue economy investments to designing national financing strategies to implement countries’ Nationally Determined Contributions under the UNFCCC.

Previously, Crystal served as a capital markets regulator focusing on market development at the Securities Commission Malaysia. She is admitted as an Advocate and Solicitor of the High Court of Malaya and was called to the Bar of England and Wales.

At Oxford, she is interested in public policy that unlocks private capital to build more resilient, sustainable and inclusive economies.
