Clara Marinho is a Lemann Visiting Fellow of Practice (Brazil). She was an analyst in planning and budget at the Ministry of Planning and Budget of Brazil, where she served as Deputy Director of Cross-Cutting Themes. Her experience includes supporting the budget for health and education, public policy evaluation, investments, and gender budgeting. She is a former analyst of social policy at the Special Secretariat for the Promotion of Racial Equity (2013-2017), with expertise in federative coordination. Clara is a PhD candidate in Public Administration and Government at Fundação Getúlio Vargas (2023-2027) and holds a Master’s in Economic Development from the University of Campinas (2011), where she was a Visiting Professor (2024), teaching ‘Budget, Public Policies, and Inequalities’. She is also an Atlantic Fellow for Racial Equity (2024-2025) and a Fellow of the Program for People of African Descent at the United Nations (2020).

Her work in public debate about gender, race, and public budget involves articles in leading Brazilian newspapers and the co-creation of a network of women professionals in the budget, called “Elas no Orçamento.” Clara is also a counselor of República.org, the main non-profit organization dedicated to human resources in the public sector in Brazil.

As a Visiting Fellow of Practice, Clare will develop an anti-discriminatory framework for public organisations to attract and retain Black women as professionals, considering the impact of representative bureaucracies on offering better public services. She will also conduct a workshop on gender budgeting in Brazil, helping the audience identify advances and challenges related to gender equity in their own countries.
