Cesar is from São Paulo, Brazil, and served as General Manager of Copyright Regulation at Brazil’s Ministry of Culture from 2023 to 2026. In this role, he was deeply involved in discussions surrounding the Brazilian Artificial Intelligence Bill and represented the Brazilian government in multilateral forums, including meetings of the G20 and the World Intellectual Property Organization (WIPO). Prior to that, he worked as a lawyer at one of Brazil’s leading law firms in the field of media and entertainment. He holds an Academic Master's degree in Law and Development from the Fundação Getulio Vargas (FGV) and an LLB from the University of São Paulo (USP). His current interests include internet governance, artificial intelligence, and competition policy. Cesar is a Lemann Foundation Fellow.
