biography

Celestina is from Karamoja, Uganda's most marginalised region. She has a BA in Social sciences from Kyambogo University, Uganda.

For the past seven years, Celestina has worked as a justice and peace advocate in Karamoja tackling issues ranging from land conflicts, insecurity, child trafficking, women's and youth empowerment, and climate change in collaboration with relevant government structures, other development partners, local leaders, and communities.

Celestina has been successful in some areas such as supporting vulnerable communities to acquire legal land titles, however the lack of context-appropriate policies on which to build on has hindered progress. Her daily encounters with these communities have provided unique insights into not only the need for community engagement, but also for context-appropriate and evidence-based policies and programming to address these challenges. Celestina's key policy interests are land and border conflicts, education, and insecurity.

Celestina is a World Bank Scholar.
