Billy is an Australian Rhodes Scholar embarking on an MSc in Public Policy Research in the 2026/27 academic year, focused on the policies that shape private and public capital. He is an MPP alumnus (Class of 2025/26) and over the summer was a policy analyst at a London-based think tank on wealth inequality. Prior to Oxford, he completed a Bachelor of Economics with Honours in Education Policy at the University of Tasmania, graduating as University Medallist. Beyond academia, Billy founded two education ventures, one later sold and the other acquired by a non-profit. He has also worked across management consulting, economic advisory and education policy, and represented Australia in diplomacy and sustainability programs in South East Asia. He remains closely connected to Tasmania through his alumni committee role at his former secondary school and an advisory panel position with a non-profit education program supporting young people through housing, wellbeing, connection, and practical support.
